Flags who's total number of inspections over a 3-years rolling period does not reach the minimum of 30 are not included in the Tokyo MOU Black-Grey-White list. Consequently some flags cannot meet the criteria for their ships to qualify as Low Risk Ships under the Tokyo MOU, despite having undergone the IMO audit.

Under the U.S Flag Code, the U.S. and respective state flag fly at half-staff when the country or state is in mourning. The president may issue a national decree, or the state governor through an executive order, to have the flags lowered at half-staff.

The listing of ROs having met the RO criteria for a Low Risk Ship is for Tokyo MOU inspection purposes only and should not be used in any other context.

ROs who's total number of inspections over a 3-years rolling period does not reach the minimum of 60 are not included in the Tokyo MOU RO performance list. Consequently some ROs cannot meet the criteria for their ships to qualify as Low Risk Ships under the Tokyo MOU, despite being recognized by one or more Tokyo MOU members.

(Note: For the purpose of preparing the list, flags on the Tokyo MOU white list that have completed the IMO Member State Audit Scheme (IMSAS) are requested to notify the Tokyo MOU Secretariat in writing of its completion of the IMSAS audit in order to be properly recognized in the NIR calculation.)
