During the 19th century, Australia was under the rule of the British, and the Union Flag was used beginning in 1770. It was also during the 19th century when flag movements were created and unofficial flags went into use. The most common of these flags was the Federation Flag used in 1831, which was designed by Captain John Nicholson.
The Commonwealth Government Federal Design Competition required an official flag and a merchant or shipping version of the same design. As a result, the official flag was blue and the merchant flag was the traditional Red Ensign, featuring the distinctive Southern Cross and Commonwealth star. In 1903, the Southern Cross stars were altered from nine, eight, seven, six and five points, to four, with seven points and one five-pointed star. The original variety of points was an indication of the relative brightness of each star as it appeared in the night sky.
In 1908, the current Commonwealth star of seven points replaced the earlier six-pointed star. The Shipping Registration Act of 1981 reaffirmed that the Australian Red Ensign was the proper "colors" for Australian registered ships and that private pleasure craft could fly either the Red Ensign of the Australian National Flag.

Few Australians know the unique and proud story of our flag –the only national flag to fly over an entire continent, but also the first to be chosen in an open public competition. Following federation in 1901, the new Commonwealth government arranged a competition to choose a flag for the new nation, and entries were submitted from nearly 1% of the population at that time. Five people tied for the honour of designing the Australian flag - Annie Dorrington, Ivor Evans, Leslie Hawkins, Egbert Nuttall, and William Stevens. The winning design was unveiled on 3 September, which has been officially proclaimed as Australian National Flag Day.
It was in during the 20th century when the seriousness of having a national flag set in. In 1900, a content was held to find a new design for the national flag. The requirements of the contest were that the Union Flag and the Southern Cross had to be used in the design. Another contest was held and over 32,000 entries were received. The two contests were merged and the designs were judged based on seven criteria, including loyalty, history and cost to manufacture. Five entries that were almost identical in design were chosen, and the winners split the prize money, which today would amount to about $25,000. The national flag flew for the first time in 1901. The flag was later revised in 1908 to change the Commonwealth Star from six points to seven. Since 1908, the flag has remained unchanged.
