Law enforcement agencies across Michigan are placing black bands across their badges in honor of Popp, which is a tradition. Flint Police Chief Terence Green said his department "stands in solidarity" with grieving Michigan State Police troopers.

The 81-year-old man, who investigators did not identify Thursday morning, was driving a white minivan when he slammed into the two patrol cars and Popp. The elderly driver sustained serious injuries, but police say he likely will survive.

Popp was among a few troopers stopped along northbound I-75 in Birch Run conducting a drunken driving investigation Wednesday evening, when an 81-year-old man hit two patrol cars and Popp.

Police pulled over a driver suspected of driving while intoxicated. Popp and other troopers responded to assist with the investigation along the side of I-75.

Popp enlisted with Michigan State Police in 2020 and graduated from the 137th Trooper Recruit School. He served his entire four-year career with Michigan State Police out of the Tri-City Post in Freeland.

Reaction and condolences have been pouring in from other emergency service agencies, politicians and the public since Popp's death was announced late Wednesday.

Popp is a native of Bridgeport and he graduated from Bridgeport High School. He worked in the private sector for several years before deciding to make a career change and get into law enforcement.

"We share in the pain and loss experienced by the family of Trooper Joel Popp," Green said in a statement Thursday. "Our thoughts and prayers are with them during this incredibly difficult time. The Flint Police Department is here to offer our unwavering support and assistance."

The crash happened in a curved section of I-75 near the Birch Run Premium Outlets on the northbound lanes around 7:15 p.m. on foggy weather conditions.

The two bands of ultramarine are said to stand for the ocean surrounding the country and the sky over Barbados, and the gold band represents the sandy beaches on the island. The broken trident with the staff missing is significant. The trident symbol represents the Trident of the mythical sea god, Neptune (Roman) or Poseidon (Greek), and the shaft of the trident being broken symbolizes Barbados’ break with its historical and constitutional ties as a former colony of Britain. The three points of the trident represent the three principles of democracy: 1) government of the people, 2) government for the people, and 3) government by the people.
