That is the intersex flag, which doesn't have to do with gender (intersex people can be of any gender), but biological sex.

indeed, the flag posted by the OP is the intersex flag, which has nothing to do with gender. as C.C. said, bigender does tend to fall under the genderqueer umbrella, but you could definitely create a bigender flag if you wanted to. neutrois also tends to fall under the genderqueer umbrella, but neutrois have their own flag.

Wasn't the intersex flag more like this? There's the transgender flag, too, which is very similar to the one the OP posted, and helps making things even more confusing.
