Biden's order requires that flags be flown at half-staff at the White House, all public buildings and grounds, all military posts and naval stations and on all naval vessels in the U.S. and its territories. They also must be flown at half-staff at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.

"The United States flag flies at half-staff or at half-mast when the nation or a state is in mourning, according to USA.gov. The president, a state governor, or the mayor of the District of Columbia can order flags to fly at half-staff.

In addition to Biden's order, some other states, including Virginia and California, have issued their own proclamations about flying the flag at half staff. However, as of 8:30 a.m. on Oct. 3, neither the Wisconsin Department of Military Affairs nor Gov. Tony Evers' office have posted an official proclamation of their own.

President Joe Biden ordered flags to be flown at half-staff  "as a mark of respect for the memory of Senator Dianne Feinstein."

Before her time as a senator, Feinstein served on the San Francisco Board of Supervisors from 1969 to 1978 and served as mayor of San Francisco from 1978 to 1988. She was the first female president of the Board of Supervisors and became San Francisco's first female mayor following the assassinations of Mayor George Moscone and City Supervisor Harvey Milk.
