The proposals for the new flag and seal are due January 1, so the commission is working against the clock to select the design in time. “It's quick, we're all gonna have to, you know, put our head down and work hard,” says Gaul. The quick turnaround seems to be the only apprehension amongst commission members during this process, yet they remain optimistic. “In my heart of hearts and gut of guts I believe we can do it,” says Jackson, who recognizes that the public interest and feedback will also be of assistance in keeping the commission focused. “I hope the whole state of Minnesota feels they can have the opportunity or access to be a part of this,” she says. “You know, it's very symbiotic, we can help them help us make this deadline.”
“It's just messy, it's too busy. There's a lot going on there and we need to make it simpler,” says Gaul. The design brief calls for flags that are “so simple that a child can draw it from memory and can be easily recognizable from a distance.” They encourage designs that are balanced, utilize basic primary and secondary colors, and can be easily reproduced and scaled down. Also outlined in the brief is a rule that any symbols or emblems that represent one single community or person should not be included in any proposed designs. “In terms of design, I hope to see an inclusive, representative flag that evokes a sense of unity among Minnesotans,” Fitch says.

In terms of flying a state flag, Minnesota has a history of dropping the ball. In fact, after it became a state in 1858, it took another thirty five years for the state to get it together and develop an official flag. The original design was submitted by Minneapolis leatherworker and artist Amelia Hyde Center, and prototyped by Norwegian immigrant sisters Pauline and Thomane Fjeld for the 1893 World Columbian Exhibition in Chicago.
The commission is made up of thirteen voting members, four non-voting Legislature members, and administrative support from the Minnesota Historical Society. The application process to serve on the commission varied, with some members voted in by cultural organizations or special interest groups, and some appointed by Gov. Tim Walz and Minnesota Secretary of State Steve Simon. “There's diversity in the skill sets and knowledge that we bring to the commission,” says commission vice chair, historian, and educator Anita Gaul. “I think this diversity of perspectives and backgrounds will help us better create a final product.”

“There have been discussions over a number of years to change the flag and there have been a number of bills in the Legislature to do that. None of them fully got traction up until this year,” says Minnesota Historical Society director of public policy Dave Kelliher. There are a variety of issues with the current flag: People are frustrated with its aesthetic design, arguing that it is too detailed, not recognizable, and not uniquely Minnesotan. Another glaring issue with the flag is how it reflects the state's colonial history. “Our flag has come under a lot of criticism for the images and the message it conveys,” says Gaul. “So let's come up with a flag that unifies us instead of divides us.”
Unfortunately, the highly detailed design that won the Fjeld sisters a gold medal at the exhibition proved too costly to continue production into the mid-20th century. In 1955, the state Legislature formed a commission to revise the design. Although the goal was simplification, the commission kept many of the detailed original symbols. They also opted to include the state seal on the flag, which contains the contested depiction of settlers plowing a field and an Indigenous person riding away on horseback. The emblem has long since been a problem for the public, with groups objecting to the seal since as early as the '60s. The “simplified” design was endorsed by the state Legislature in 1957 and still flies in Minnesota skies today.

Similar objectives are outlined in the design brief for the updated seal design. The commission hopes for a seal that “clearly and straightforwardly” symbolizes the state, and an updated “representational balance” of Minnesotan culture and citizens. The brief calls for designs which both “preserve history while representing enduring Minnesota values and aspirations” and “accurately depict the diverse aspects of Minnesota.” SERC representative of the Council of Asian Pacific Minnesotans (and former Mpls.St.Paul art director) Kim Jackson is excited about the potential for the new design to “represent the current changing face of Minnesota” and help shape what she calls “Minnesota’s future history.”
Re-simplifying the flag is one of several objectives the State Emblems Redesign Commission has included in their design brief, which was adopted in mid-September. Spearheaded by Luis Fitch, the commission chair and representative elected by the Council on Latino Affairs, the brief addresses the specific concerns that have been voiced surrounding the design and symbolism of the current state emblem, and outlines the type of designs the commission is looking for.

By Statehood Day on May 11, 2024, the new flag design could fly.

The state of Minnesota is updating its look this fall. After years of debate surrounding the current state flag and seal, the Minnesota Legislature adopted a bill this spring, proposed by state Senator and Lakota descendant Mary Kunesh, calling for updated designs. By summer, the Minnesota State Emblems Redesign Commission (SERC) was formed, and tasked with picking a new design to represent Minnesota. The commission intends to select designs submitted by the public, and are accepting proposals through October.
