Flag Symbolism The National Flag is inspired by the flag adopted by the Congress of the Republic in 1811.  It consists of the colors yellow, blue, and red, in united, equal and horizontal stripes, in the preceding order from top to bottom, and, in the midst of the blue stripe, eight five-pointed white stars placed in an upwardly convex arc of a circle. Flag History The seven stars represent the seven provinces that began the fight for independence. Flags will be flown at half-staff at UW Oshkosh from sunrise to sunset on Saturday, Jan. 19, as a mark of respect for Army Sgt. 1st Class Matthew Pionk, who died Jan. 9 as a result of injuries sustained during enemy action in Iraq. Pionk, 30, of Superior, was assigned to the 3rd Squadron, 2nd Stryker Cavalry Regiment, 1st Armored Division. It was his second tour of duty in Iraq. Gov. Jim Doyle has directed that all U.S. and Wisconsin flags be flown at half-staff at all state buildings, grounds and military installations.
