However, the federal government didn't finally act until 1923, when momentum for flag protections started to surge because of World War I. On June 14, 1923, the first National Flag Conference was held in Washington, D.C., to establish a set of rules for civilian flag use. The national flag of the Democratic Republic of the Congo was first adopted in 2006 but, throughout its history, the flag has changed significantly. There have been multiple flags through the nation’s history that are similar to the one used today, with only slight variances in colors, the size of the star, and the width of the red stripe. The current flag was adopted based on the styles that were used throughout the 1960s. The national flag is a sky blue flag, adorned with a yellow star in the upper left canton and cut diagonally by a red stripe with a yellow fimbriation. The blue of the flag symbolizes peace. Red represents the blood of the country’s martyrs, while yellow was included to represent the wealth of the nation. The star that is located in the upper left canton symbolizes the country’s bright future.

The writers of the code believed that the American flag “represents a living country and is itself considered a living thing.” [Smithsonian Institute] It prohibits any use of the flag that could be construed as disrespectful, including using it for advertising and to decorate clothing and other goods. While the U.S. Supreme Court struck down flag-protection laws as violations of free speech in 1989, the Flag Code is still maintained as a code of etiquette, enforced not by law but by tradition.

There are a lot of rules and guidelines regarding the proper way to treat and display the American flag, known as the U.S. Flag Code. While the Flag Code was only established in the 20th Century, the customs and traditions surrounding the flag date back to the 18th century. Real rules regarding the flag were not really considered until the post-Civil War period. When Civil War veterans who wanted to uphold the sacred character of the national emblem they had fought to defend, made the first efforts to restrict uses of the flag, specifically targeting commercial and political advertisements.
