Mr. Cecil believed strongly in giving back to his community. He served 11 years on the Rockwall City Council, and of those, was Mayor from 2005-2011. He retired from the United States Air Force as a Lt. Colonel after 39 years of service. Mr. Cecil was a graduate of the Citizens Police Academy and a member of the Citizens on Patrol (COP) volunteer organization. Additionally, Bill was a founding board member and past President of the Rockwall County Emergency Services Corporation, and a board member of Patriot Paws. A longtime member of the Rockwall Rotary Club, Bill also served as the International Chair, supporting schools in Nicaragua.

While Mayor Cecil led the way on many important things during his tenure on the City Council, he was instrumental in facilitating the approval and construction of John King Boulevard. He also dedicated a great deal of time supporting the arts and historic preservation in the City of Rockwall, and led the way in creating an ordinance that funds Art in Public Places. This funding has paved the way for various public art projects, including the Guitar project, the Butterfly project and the Discovery statue project currently underway.

American Samoa was admitted by Congress as a territory on 2/20/1929. This flag includes 2 brass grommets on the left edge for hanging. The 4"x6" size is mounted to a 10" staff with a spear top. Also available is a Vinyl Decal (suitable for outdoor use). Available is an indoor/parade version of the flag which features a pole sleeve and gold fringe around the edges. Imported polyester flags are not recommended for prolonged outdoor use. For outdoor use, we recommend our nylon flags.

Finding the right size flag is easy! The length of the flag should be 1/4 the height of the pole. Nylon is the best all-around material, use Polyester2 for high-wind areas and budget polyester for short-term use.
